I do believe that is the shipping cover. You may want to clarify that it is not the Gray mooring cover. As they are different for sure.
 
Whoops. Whats the difference?
 
The shipping cover comes on all new boats when delivered to the dealer. The dealer is asked to dispose of it and try to sell the customer a Gray mooring, black deluxe, or snap on cover. But many dealers will ball it up and give it to the customer. Many sell them online or give them away as they usually last a couple seasons, but a great great for winter storage.

They are usually made of a vinyl of some sort, where the mooring covers are some sort of textile fabric.
