242 helm door hinge bolts loose

Bolts on helm door hinges loose. Door side I can lock tight to nut behind door, but hinge bolts into fiberglass side just turn loose. Not sure what is behind the plastic for the bolts to grab. Don't want to take out bolts in case a nut is back there to fall down. ?
 
Fill the hole, re drill and put new screws in.
