I don’t know if weight in the front of the boat changes the intake amount or the line of water flow through the pump but in my boat a couple people up front will knock a few miles per hour off the top speed.

It's because more of the hull is in the water which will create more drag. Same effect as trimming the bow if you had trim tabs. It doesn't take much either as I had my wife and daughter in the bow (both small people) and it scrubbed a couple mph off my top speed.

Don't know how big the 19's lockers are but if they're close to a 230 locker, 8" in there is quite a bit of weight. My guess would be 3-400lbs. That's where the lost RPM/speed is.
