I believe it, the rope wrapped around and the resistance of the water might have been just enough to keep it from starting.
 
Sorry you had that experience. Glad you found the problem though. You mentioned it took four hours to remove the rope. Have you ever removed the pump and impeller? Takes about 15 minutes tops. This will happen to you again. I encourage you to watch videos on how to remove the pump and impeller so not to ruin your day.
