Since it’s storming out I decided to crawl under the boat & look at the intake grates. They both look pretty poor, like someone has slopped sealer over old sealer & on top of old sealer. The side with the cavitation is the worst so I’m thinking I need to reseal these? The boat spent some time in the salt water so I’m not real confident that I can get the bolts out without damage so what’s my best plan to reseal these? Clean them up with a razor & place fresh sealant on top? Will it stick to the old sealer?

I would try to get what you could off and spread as much silicone as you can on the open gaps, don't worry about pretty or super smooth,
this is my thread about cavitation, I used generic home silicone as a trial and it's still holding up years later,

that last picture is absolutely ridiculous,
did they put wet silicone on and run the boat and it slopped backwards
or
is part of the hull ripped open and they just gooped silicone over it to cover it,
I'd pull a little bit of that patch up and see what it looks like under there,
