Seized Drain Plug and Broken Screw Stud

Hello, I got a Sea Rayder F16 XR that im having an issue on removing a seized drain plug from the ride plate. I was able to remove the fill plug using a easy out bit but the vent plug was to siezed that the bit broke off in it. Does anyone have any recommendations on how to remove it. I have a flux welder on hand. If anyone have any settings recommendations to use in order to weld a nut or washer that will be helpful. I also manage to snap a bolt on the nozzle when remove the steering cable to replace the steering bellows on the cables. I tried welding a nut but im not getting a ground on the nozzle. not sure if i have to remove the coated paint on the nozzle in order to get a great ground to weld.

Oh, man.

Did you use any penetrating product on it so far? I would probably do several applications on like 12 hour intervals before trying again. Then, I think the next step is probably heat (with a MAPP torch or similar) for the ride plate one, if you have.

Probably have to pull the pump to get the nozzle one. Looks pretty stripped. Penetrating on that one, too, then probably have to grind that off flat so you can drill and get an extractor on it.
 
(Update) I was able to remove the broken steering screw on the nozzle by drilling it out and intersting a helicoil with loctite as the drill bit drill off some treads. Now i was able to drill through the drain screw but now i have the delima on how to finish drilling the screw as the head is larger than the body. If anyone has any suggestions please let me know.
