I want to visit Crystal River one day with my boat and swim with manatees and what not...but where to go?!

public boat ramps and general direction/area to visit would be appreciated!
 
We are planning a visit to Crystal River over the summer so it will be during scallop season (my favorite summer time activity). I am not sure about seeing manatees during that time but we are looking ay staying at Plantation. I have scalloped in the area of Crystal River in the gulf but this will be my first time in the river part.
 
we went scalloping at Port St Joe near panama city...that was fun. Are the scallops in the river too? or do you have to go further out to the salt water?
