Surfpointe isn't something you turn on and off, it's the angle of your jet nozzles which just stays that way permanently. It is odd that you don't see the ballast or wakebooster settings though. Have you tried looking at the factory default programs WSL and WSR? Tap one one of those and see if those settings are then visible.
 
Does it change when the boat is started? My 212x is obviously more analog to where I can see things like the ballast, but if the boat doesn't have at least one motor running it won't fill or drain the ballast. Could see the more fancy boats not even showing it on the display in float mode.
