Where to Mount Transom Retractable Straps?

Bought some stainless retractable transom straps, the original Shoreland'r hook eye is bent pretty bad, cheap metal. Should I mount the new straps on the trailer cross member under the transom? Or the trailer rail going front to back?

I put mine on the trailer rail front to back using existing holes.
 
I mounted mine in front of the trailer tail lights. I can take pictures later if you like.

I used the original eye with the Boat Buckles mounting brackets. They are less then $20 on Amazon, I got mine from West Marine.
 
Are you planning to add poles to the trailer? Do that first, so you can drill once, if necessary, instead of poking multiple holes if you need to remount them retractable straps
