So getting my first boat. I want something that is super easy, can fit in my garage, and is an easy tow. I am in Upstate NY, so while not on the water I would be taking it to finger lakes, Oneida, and 1000 Islands. I like the looks of the 165G ID Scarab and Sodus Point marina have a couple 2021s with extremely low hours (40 hours) for 25k (250 hp). Would 1000 islands A bay/Clayton area be way too rough for that boat? Want small for first boat. No kids, just couple friends occasionally and my dog.

I've boated in your area many times including with my 165. I would NOT go back in front of Alexandria Bay. It is incredibly rough because of all the boat traffic. Can you do it? Yes... With excellent driving skills. You need to learn not to stuff your bow which is easy to do in a 165.

But it won't be comfortable that's for sure. Anywhere outside of that channel though you're fine with the 165.

Do you think a 19 ft would handle a lot better in that situation?

Definitely. It's a spectrum. The bigger the better for that area. I wouldn't go any smaller personally. It's one thing to go yourself and known what to expect, but if you bring friends and family, the 165 would be an issue. It just won't handle those waves well.

Even with the 195, I'd avoid peak times there. Lol it ain't fun. Head to a beach instead. There's lots to see and do outside of that channel. Cool snorkeling off old shallow shipwrecks, head to Singer Castle, etc.
