Carb flooding cylinder on Yamaha 700 cc engine.

I have a 2003 jet boat with a Yamaha 700 cc engine. Starts right up but is only running on 1 cylinder. When I looked down the carbs while it was running I noticed the carb on the cylinder that running was barely misting fuel. The one that wasnt running was pouring gas at a steady stream in the carb. I had taken it on the water to try it and used 5 gallons of gas in a half hour. Couldn’t figure out why until I saw the fuel poring into the carb. Any thoughts on what would cause this.
 
Missing jet on the carb? Shouldn't be pouring fuel in like that, obviously...
